Connecticut, you see, has its own fiscal problems. And at the prodding of Gov. Dannel Malloy, lawmakers there two years ago helped plug a budget hole by taxing all major power plants in the state. The tax was supposed to sunset on June 30. But we know that it’s not easy for government to give up on a tax once it has a new revenue stream. So it wasn’t particularly surprising to see Malloy include the generator tax in his budget proposal this week.
