State education officials release 5-point improvement plan for Springfield, Holyoke, Chicopee, Westfield schools Test data shows the state continues to be the academic leader nationwide, but the 24 so-called mid-sized Gateway cities, which include Springfield, Holyoke, Chicopee and Westfield in Western Massachusetts, are still having difficulty ensuring all children achieve.
