If the Select Board votes in favor, organizers will then file papers to create a nonprofit organization and establish a board of directors that would manage the fees that are levied on properties within the district. The BID would become operational within six to eight months, said Ann Burke, vice president of the Western Massachusetts Development Office. All property owners will be notified by certified mail and will have 30 days to back out.
