    Springfield City Council approves $4.5 million apartment renovation project in Old Hill

    The City Council approved a special permit Monday night for a $4.5 million renovation project that will allow a developer to reopen a vacant 26-unit apartment block at the corner of State and Oak streets in the Old Hill neighborhood.
