    Baker's economic development bill is a $918 million piece of legislation that could let the state help Gateway Cities like Springfield, Holyoke and Chicopee develop unused industrial brownfields and accomplish other tasks. The bill also looks to regions around the state to take the lead in business matters, instead of looking to Boston for direction.
