Is the BID worth it? Westfield property owners make cases for downtown's future

Community Development Director Diana McLean and others spoke in support of the BID, saying the 2012 changes were constitutional and brought Massachusetts BIDs in line with all other BIDs, which have mandatory participation. Maureen Belliveau, Executive Director of the BID, called into question the petition itself, saying some of the signers may have been confused by the process. She said 21 of the signers may have misunderstood the situation because they were nonprofits — who don’t pay fees — or residential properties with three units or less, which are within the district but are not technically members.
